Sheriff Elkins introduced the first computerized records system at the Sheriff's Office.

Sheriff Elkins was Sheriff when the Law Enforcement Center was opened at 295 West Street, Pittsboro in 1982.

Sheriff Elkins was the first Sheriff in 32 years to be Elected into office.  Sheriff Emerson, Sheriff Simmons, and Sherrif Farrell were first appointed and then elected in subsequent terms.
