Well Program Specialist
The Chatham County Board of Health revised the rules governing the Construction, Repair and Abandonment of Wells in Chatham County in 2015 to protect the groundwater resources and public health in Chatham County. The following NC Rules were adopted by reference: Section .0300 Permitting and Inspection of Private Drinking water Wells, Section .3800-Private Drinking Water Well Sampling Rules and Well Construction Standards DWQ 2C .0100. Any person who wants to construct a private well in Chatham County must first obtain a permit from the Environmental Health Division.
This permit requires:
• A completed application.
• A site plan
• A flood plain determination (see below)
• Payment of fees, which can be paid by check, cash, money order or credit card. Payments made by credit card now require a 3% convenience fee.
NOTE: The well permit is valid for 5 years.
Upon receipt of these items, an appointment will be scheduled for the Environmental Health Specialist (EHS) to visit the property to approve a well site. The EHS will issue the well permit along with a site plan showing the approved well area. After the well permit is issued, the well contractor can construct the well. After the well is drilled, the well contractor will make an appointment with the EHS so the EHS can inspect the well grout for compliance with the well rules. The final well inspection is of the concrete well head.
A Bacteriological Analysis, Inorganic Analysis and Nitrate Analysis are required per State Law for all newly constructed wells. The owner or owner's legal representative must submit a water sample application prior to the Environmental Health Specialist collecting the sample. IMPORTANT: Prior to requesting an appointment for new well sampling, the well head must be complete, the pump installed, provided with electricity and all chlorine disinfectant pumped from the well.
If someone other than the landowner submits an application a legal representation document must be signed by the owner and legal representative. This document includes information for the parcel of land on which the well is to be drilled, as well as contact information for the owner and their legal representative.
Site plans are required for all applications and will need to be submitted with the property dimensions, a proposed home with the dimensions (if applicable), setbacks to property lines, a driveway location, proposed well and septic area (if applicable). If the property is not vacant the site plan must include all existing structures, wells, and septic systems.
FLOOD PLAIN DETERMINATION:
A flood plain determination for each parcel will need to be completed by the Planning Department for all permits. The applicant must fill out the top portion of the form and the Planning Department will complete the bottom. The form must be submitted to Planning in person.
