What is a Comprehensive Plan?

A Comprehensive Plan establishes policy that sets forth goals and feasible implementation steps for the development of a community over a 25 year horizon. A comprehensive plan reflect a community’s assets, expectations, aspirations, challenges, opportunities, and key partnerships. It will guide those whose decisions affect the future land use and conservation of the County included but not limited to elected officials, appointed officials, county staff, local organizations, and investors. The Plan will address, examine, and develop recommendations for a number of elements including Transportation, Agriculture, Natural Resources/Environment, Utilities/Infrastructure, Housing, Economic Development, Health, Parks and Recreation, and Land Use.




Why do we need a Plan?

In light of its close proximity to the Research Triangle Region and anticipated developments underway, Chatham County is one of the fastest growing counties in North Carolina. The County needs a plan that is forward thinking, fosters economic development, recognizes the county’s assets, and manages growth whilst preserving the community’s character. In the fall of 2015, the Chatham County's Board of Commissioners appointed a Steering Committee to oversee the development of Comprehensive Plan for the county. The committee and Planning Department staff are working with a consultant hired through an RFP process to develop the Comprehensive Plan.

Plan Chatham Kick Off! (June 2016 to Spring 2017)

  • Plan Chatham interactive feedback website: A variety of questions, activities, and polls were posted to the website over the course of the development of the plan for citizens to provide their ideas and feedback. Comments received will be in the digital appendix of the plan document. 
  • Meeting in a Box: Materials were made available for any kind of community groups to hold their own meeting and provide input into the plan. See Instructions & Meeting in a Box Input Form
  • Public Input Meetings Round 1: Held across the county June 21st, 22nd, & 23rd 2016

  • Surveys: Public Input Survey: Summer 2016, Agriculture & Forestry Survey: Fall 2016, and Public Input Survey Spring 2017. Results will be in digital appendix.
  • Goals: The steering committee set goals November 2016 (not in any order of priority)
  • Focus Groups: Agriculture, Chatham Health Alliance, Natural Resources, etc
  • Ongoing Local Outreach: Pittsboro First Sunday, Ruritan Clubs, Chatham County Fair, Chatham County Chamber of Commerce Business Showcase, Pepperfest, High School Classes, and more!
  • Public Input Meetings Round 2: Held across the County Feb 21st, 22nd, 23rd

  • Staff gave presentations to various County Advisory Boards, Commissions, Committees, and groups in the County during March & April of 2017 to gather feedback for further analysis and refinement of the draft plan.
